Impact assessment on Developing leaders and Middle level leaders programmes.

This initial assessment of the impact of the SSAT Developing leaders and Middle level leaders programmes is based upon a 360 degree review of the work of developing leaders and middle level leaders in their particular school context. A range of evidence has been collected and analysed including documentary evidence, contextual data, interview and survey data plus school performance statistics. The main aim of the initial phase of the impact assessment was to ascertain:
• Whether the Developing leader and Middle level leader programmes are having a positive impact upon participants?
• Whether the Developing leader and Middle level leader programmes are making a difference to school development, improvement and performance?
• How far these programmes are influencing improvements in teaching and learning?
A further phase of data collection is planned for 2007 which will involve an individual professional development review, a follow up survey and a stakeholder’s review. This will provide additional data on the impact of the Developing leader and Middle level leader programmes. It is also intended to undertake an analysis of school performance data and to look particularly at examination results for the schools involved in both programmes.
In the longer term it anticipated that this form of external, systematic impact assessment will be a routine form of evaluation evidence for all SSAT Leadership Programmes.
The impact of the work developing leaders and middle level leaders can be identified at four levels; individual development; development of colleagues; whole school development and impact on students.
